Rules
Bylaws
1.1 Definitions: In these bylaws and rules of the Association, the expressions herein after defined shall, unless context otherwise requires, have the following meanings:
1.1.1 “The Association” or “Society” means the Canadian Junior Roughstock Association.
1.1.2 “CJRA” means the Canadian Junior Roughstock Association.
1.1.3 “Member” is a person granted membership in the Association and has paid associated fees for the same.
1.1.4 “Rodeo Season” is defined as the year starting January 1st and ending December 31st of the same year.
1.1.5 “Event” is a performance, clinic, rodeo, or practice organized and carried out by the Association.
1.1.6 “Approved Rodeo” is a rodeo event approved by the Executive in accordance with the rules.
1.1.7 “Contract Rodeo” is a rodeo that is run by anyone other than the Canadian Junior Roughstock Association, wherein the CJRA is paid to organize and conduct an entire performance in conjunction with requesting client.
1.1.8 “Good Standing” a member who has paid annual dues and does not appear on the suspended list.
1.1.9 “AGM” is the annual general meeting.
1.1.10 “Board of Directors”, “Board”, “Executive”, “Officers”, shall mean the Board of Directors of the Society.
2.1.1 Bylaws and rules, from time to time may be reassessed and updated. Their approval will be subject to vote by the executive prior to making the updates official and binding.
2.1.2 They may also be rescinded, altered, or added to by a special resolution.
3.1.1 Membership is required to participate in Association events.
3.1.2 Members wishing to withdraw membership may do so in writing to the Board though the Secretary. Membership fees will not be refunded.
3.1.3 Members competing will be 6-18 years of age.
3.1.4 Members require a signed waiver on file, updated yearly to participate in CJRA events.
3.1.5 Members in good standing will be eligible to vote at any meeting of the Society membership.
3.1.6 Youth members may have one parental proxy for attending meetings or voting purposes.
3.1.7 Any member, upon a majority vote of all members in good standing may be expelled at any time for a cause the Society deems reasonable.
3.2.1 Membership fees are due at the beginning of the rodeo season.
3.2.2 Any person residing in Canada and being 6-18 years old may become a member on payment of fees, and approval of the Board.
3.2.3 Any person with membership fees in arrears is ineligible to enter in any CJRA events.
3.2.4 Except as otherwise noted in these Bylaws, the Executive shall have power and authority to determine the amount of the fees payable each year.
3.3.1 The Society shall hold an annual meeting on or before March 31st in each year. Additional meetings for the membership may be called as often as deemed necessary.
3.3.2 Notification of the AGM will be sent to the last known email address or telephone number of each member from the previous rodeo year. The notification is to be sent out a minimum of 10 days prior to the meeting.
3.3.3 Elections for vacant positions will be held at the AGM. The officers and directors from this election shall form the Board for the year. Any member in good standing is eligible to any position of the Society.
3.3.4 51% of the vote of the members in good standing shall constitute a quorum at any meeting.
3.4.1 The Board shall oversee the property and business of the Association.
3.4.2 The Board shall consist of the following positions: President, Vice President, Secretary, Treasurer and up to three directors.
3.4.3 Unless authorized at a meeting, and after notice of the same shall be given, no officer, director or executive shall receive renumeration for his or her services.
3.4.4 A person is considered appointed or elected as a director if they were present at the meeting when being appointed or elected and did not refuse the appointment. They may also become a director or officer if they acted as a director pursuant to the appointment or election and are not present at the meeting, however they must accept the re-appointment in writing within ten days of the election.
3.4.5 The term of the President, Vice President, Secretary, and Treasurer is two years. 3.4.6 The term of the additional three directors is one year.
3.4.7 Any Board member may choose to step down from their position prior to the end of their term with written notice of resignation forwarded to the Secretary or President. 3.4.8 All retiring executives and directors are eligible for re-election.
3.4.9 The executive shall have the power to appoint someone for a vacant position or choose to leave the position open until the next AGM.
3.4.10 Any director or executive may be removed from office on the majority vote of all members in good standing.
3.4.11 Board meetings shall be held every three months at minimum but can be held as often as deemed necessary.
3.5.1 President
i. President shall be ex-officio, a member of all committees. He/she shall preside over all meetings.
ii. President shall be responsible for keeping books of account and records of the Association as well as all financial transactions and contracts entered into by the Association.
iii. All information and documentation shall be passed on to the next elected President on the formation of a new board.
iv. President shall review and maintain all documentation associated with the business of the Association.
3.5.2 Vice President
i. Vice President shall perform duties of the President if they are absent or unable to.
ii. They will assist in additional tasks throughout the year as needed.
iii. All year end documentation gathered shall be forwarded to the President for keeping.
3.5.3 Secretary
i. The Secretary shall attend all meetings of the Society and of the Board and keep accurate minutes of the same.
ii. He/she shall be responsible for correspondence of the society and be under the direction of the President of the Board.
iii. All year end documentation shall be forwarded to the President for keeping.
3.5.4 Treasurer
i. The Treasurer shall receive all monies to be paid to the society and be responsible for the deposit of the same in whatever bank, trust company, credit union or treasury branch the Board may order.
ii. He/she shall properly account for the funds of the society and keep such books as may be directed.
iii. He/she shall present full detailed account of receipts and disbursements to the Board whenever requested and shall prepare for submission to the AGM a statement duly audited of the financial position of the society and submit a copy of the same to the Secretary for the minutes of the AGM of the Society.
iv. The office of the Secretary and Treasurer may be filled by one person if at any AGM for the election of the officers shall so decide.
v. All year end documentation shall be forwarded to the President for keeping.
3.5.5 Arena Director
i. The Arena Director shall be responsible for overseeing a performance and managing arena personnel during an event.
ii. He/she shall work closely with the other Executive and Directors, judges, chute boss, stock contractor and rodeo staff during an event to ensure smooth, time considerate execution of an event is achieved.
iii. He/she will be the liaison between competitors and judges during an event. iv. He/she will be responsible for upholding CJRA rules during an Event.
3.5.6 Sponsorship Director
i. He/she shall be responsible for maintaining accurate records of all sponsors for the Association. This includes ensuring promised advertising based on the level of sponsorship is completed at appropriate events, ensuring receipts and letters of appreciation are sent out.
ii. The Sponsorship Director will also maintain licensing and applications for grants as needed.
iii. They will ensure write ups for the sponsors are available to the announcers at various events for promotional shoutouts.
iv. The Sponsorship Director may, during the rodeo year, put together a committee for acquiring sponsorship or distributing sponsor materials at an event.
v. They will assist in other duties throughout the year as assigned by the President.
vi. All year end documentation shall be forwarded to the President for keeping.
8 3.5.7 PR/Prizes /Entertainment Director (PPE Director)
i. PPE Director shall be responsible for prize acquisition within a budget for various events throughout the rodeo year.
ii. They shall be responsible for prize distribution in the arena after a performance.
iii. They will be responsible for monitoring and upkeep of all social media platforms.
iv. They will be responsible for assisting organization of the flag run with the CJRA Queen and the flag team, working closely with the Queen Committee.
v. They will assist in planning and execution of any half time entertainment or added venues at an event. For this they may choose to develop a subcommittee of a reasonable number of volunteers as decided by the Board.
3.5.8 Queen Committee
i. A Committee may be formed during each year to oversee the Queen Competition and subsequent itinerary of the successful competitor.
ii. The Queen competition shall be held in the fall and the reign of the successful candidate shall run from crowning to the next year’s competition.
iii. The Queen competition shall run on its own sponsorship and budget.
3.6.1 The books, accounts and records of the Society shall be audited at least once a year by a qualified accountant, or two members of the Society elected for that purpose.
3.6.2 The fiscal year end of the Society is March 31st.
3.6.3 A complete and proper statement of the year of the standing of the books for the previous year shall be submitted for the AGM.
3.6.4 The books and records of the Society may be inspected by any member of the society at any time, given reasonable notice and arranging a time satisfactory to the officer or officers having charge of the same. Each member of the Board shall always have access to such books and records.
3.7.1 For the purpose of carrying out its objectives the Society may borrow, raise, or secure the payment of money in such a way as it thinks fit. The Society may not seek out debentures to carry out its business.
Rules
1. CJRA membership is required to participate in any CJRA event.
2. Only one membership is required per contestant per rodeo year.
3. Junior Roughstock Association (JRA) membership is required in addition to CJRA membership for competitors that would like their points from the Chute Out Series to accumulate towards winning a seat to the Yeti World Finals. It is also required to participate in a Direct Qualifier event to earn a seat to the Yeti World finals.
4. By becoming a CJRA member the contestant releases to the Association the right to use his/her picture for the good of the Association or the sport of rodeo as long as there is no commercial endorsement or resale involved.
5. By becoming a CJRA member the contestant also permits the CJRA to forward their name /division for invitational events to provide an opportunity to ride at special events. (Please note this is considered an expression of interest and the event coordinators will contact competitors to extend an official invite to the event. It will remain the competitor’s decision to accept or decline the offer.)
6. All contestants are required to read, understand, and adhere to the CJRA rules. Please note that contestants may be disqualified or suspended as result of unruly or abusive family or friends attending a CJRA function. Failure to read or understand the rules will not be accepted as an excuse.
1. Entry fees are based on a two-round performance unless otherwise stated. The contestant will have two chute draws per rodeo. Scoring for each round will be tallied and additional points are awarded as outlined in “Scoring”.
2. All fees must be paid prior to start of the rode.
3. Fees will be taken online unless otherwise advertised.
4. Fees will be paid per event, if you register for two events you will be getting on four animals at that event.
1. All contestants/participants must check in with registration prior to the start of the rodeo. Failure to do so will show you as a Turn Out for that event.
2. Waiver must be signed by parent or guardian and be kept on file.
3. Waiver for designated chute help will be available at registration desk.
4. Contestants competing in the Chute Out Series, Road to Vegas will need to show proof of their JRA membership prior to points accumulating.
5. Entries will close 24 hours prior to the start time of any event unless otherwise stated. No new registration or fees will be taken after this time.
6. Chute draw will be assigned and posted at the closing of registration.
1. Contestant will be assigned a random chute for each ride. They must ride the animal that is loaded randomly into the chute. Refusal to do so will be considered a turn out.
1. Any contestant that refuses to ride the animal loaded to their assigned chute will be considered a turn out. Fees will not be refunded.
2. Any contestant who advises the Arena Director, or registration prior to the start of the rodeo they will not be riding prior to the start of the rodeo will be considered a turn out. Fees will not be refunded.
3. A contestant may turn out by the Monday immediately preceding the performance date, prior to 6 pm by email to info.cjra@gmail.com. Fee will be refunded.
4. Turnouts after the Monday immediately preceding the performance date after 6 pm will NOT be refunded.
5. A medical turnout during the event must be communicated to the Arena Director. Fees will not be refunded.
1. All contestants and rodeo personnel (including volunteers that are working in or around the arena on behalf of the CJRA are required to be dressed appropriately in Western attire. This includes long sleeved western shirt, jeans, and cowboy boots. Cowboy hat is required in the arena or behind the chutes.
2. Competitors may exchange their hat for a helmet during their ride.
3. Competitors must be wearing their back numbers for the duration of the rodeo.
4. Chaps are not required, but strongly encouraged as part of championship attire.
5. Vests are mandatory for competitors.
6. Neckrolls are mandatory for bareback competitors.
1. First Aid will be available at every CJRA event, with minimum requirement being a Primary Care Paramedic. Transport will be arranged at the discretion of the Paramedic.
2. Rodeo must halt if contracted provided leaves the arena grounds until their return or replacement.
3. Any persons requiring medical attention in the area will be seen to by qualified personnel. At no time during a performance are family or spectators allowed inside the arena or behind the chutes without proper authorization. The exception to this is the approved chute help at the approval of the Arena Director.
1. The Association provides its own rules for rodeo contestants, any contestant that does not observe the rules may be subject to disqualification, removal and/or suspension.
2. Contractual events with host rodeos will be run with the CJRA rules and bylaws. Amendments for the duration of said rodeo may be agreed upon during contract negotiations. Such amendments will be conveyed to affected parties.
3. All personnel connected with the production of a rodeo shall be subject to the rules, policies, and standards of conduct of the Association.
4. Arguing or fighting in/around the arena will not be tolerated and may be subject to disqualification, expulsion, or suspension. It may include legal action depending on the circumstances.
5. Attempting to fix, threaten, bribe, influence or harass the judges in anyway at any time during an event as reported by the Arena Director, Judges or Stock Contractor will lead to disqualification, expulsion, and/or suspension. This extends to a competitor’s family or chute help.
6. Conduct or speech that is considered detrimental to the best interest of the Association or the sport of rodeo may lead to disqualification, expulsion, suspension, or legal action as decided by the Board.
7. No person shall compete, spectate, or work at a CJRA rodeo or event if his/her name appears on the suspended/banned list.
8. Any person on the lists shall lose all membership rights and privileges until removed from the list. Any punitive action must have a clearly defined time-period recorded with it.
9. Inappropriate conduct also includes, but is not limited to the following:
a. Being under the influence of drugs or alcohol during a performance.
b. Cheating or attempting to cheat
c. Being in or around the pens during a performance. This extends to anyone who does not have specific permission to be there.
d. Animal abuse will not be tolerated. Injuring an animal during competition will result in immediate disqualification. Additional consequences may include suspension or legal action.
e. Abusive behavior in any form will not be tolerated.
f. Social media: negatively construed pictures, video or disparaging commentary on social media will not be tolerated.
1. Contestant is allowed one person behind the chutes to assist.
2. Contestant must have legal equipment for their event.
3. Contestant must have their equipment organized and be ready to ride when called upon. This includes all attire.
4. Contestant must be above their horse when the previous rider leaves the chute.
5. If called upon to go the rider will have 30 seconds to do so or may face disqualification at the judge’s discretion.
6. No contestant or parent may approach or interfere with the judges or timers during an event. Judges are not required to explain decisions in marking, and only at their permission after the rodeo may they be approached. Violation by contestant or parent will lead to a minimum of disqualification of the contestant. Judge’s decisions are final. 1
7. Arena Director and assigned chute boss will be directly involved with all chute procedures and activities. Arena Director will interact with judges on any misconduct, language, or contestant readiness issues.
8. Contestant must leave the arena immediately following their ride. If they are injured but able to stand, they must make their way to the nearest fence and out. Pony muggers can assist and keep rider safe while exiting the arena.
9. Contestants unable to stand will be assessed by medical personnel as needed and cleared from the arena as quickly as possible.
10. Equipment (flank straps) will be collected by arena staff and brought to the fence.
11. Equipment that is removed from the animal at the stripping chute shall be hung on the fence. It is the competitor’s responsibility to collect their own equipment from this location.
12. Fanning, chapping, or flagging out livestock is not permitted at any time.
13. Sulking horses in the chute will lead to disqualification. The chute boss, Arena director or Stock Contractor will indicate when it is appropriate to tighten equipment.
14. At no time during an event are children that are not approved volunteers or competing allowed in the contestant area, behind the chutes or in and around the stock pens for liability reasons.
15. Issues pertaining directly to the competition during the performance shall be brought to the attention of the Arena Director before the end of the performance round. If the issue is due to a possible misinterpretation of a rule, the Arena Director, at first convenient opportunity, will describe and present the protest to the judge. If the judge agrees that it was a misinterpretation and the error is correctable, then the judge shall modify it accordingly. If not, the decision will stand.
16. A competitor’s age is as of January 1 of the competition year.
17. Weight limits will be enforced during all events. A child will be placed by his/her age, unless they are over the weight limit, in which case they will be required to move up a division.
18. Peewee division can utilize leather or nylon latigos. Leather latigos will be required at the World finals and may be required for specific associations. CJRA will accept both types for Peewee. Leather will be required for Rk Jr and up.
19. Spurs; no locked rowels. Must be 4-5 points.
20. Gloves can have grabbers, tits, and palm pieces only if the competitor can demonstrate the ability to remove the hand from the riggin’ easily.
21. Saddle Bronc saddles must be bronc riding saddles or approved custom saddles. All saddles must be small enough to fit stock in contestant’s division, or they will be required to ride up a division. No spikes, prod or other devices which may interfere with the horse’s ability to buck.
22. For all events only rosin allowed. NO adhesive sprays. Contestant cannot bind themselves to the saddle or animal in anyway.
23. Boots must come out of the stirrup easily, and contestant must demonstrate this if asked.
24. Bareback riggin’: Beastmaster riggin’ with plastic handle is allowed for Peewee, Rk JR and Junior divisions. Handholds for Sr and Novice must be a combination of leather and rawhide. No plastic or metal handholds. All divisions must use a riggin’ pad.
25. No spikes, prods or other devices may be used on bareback riggin that may interfere with the horse’s ability to buck. 13
26. All gear must be checked in and approved. Gear changes during an event must be approved by the Arena Director.
27. As previously described, contestants must wear appropriate attire for duration of rodeo. Sleeve may be rolled up for a competitor’s ride.
28. Contestants are not permitted in the arena between performances, or after the start of the round except during their ride.
29. As previously described Western wear is required for all persons in or working around the arena including, but not limited to the pens, stripping chutes, behind the chutes, in the arena or during the awards presentation.
1. Re-rides may be awarded in any event, based on the judge’s discretion, including but not limited to:
a. The animal stumbles to its knees or in the hind end to the point of the hocks coming in contact with the ground.
b. The animal deliberately throws itself or falls to the ground.
c. If a rider makes two honest attempts to get on a chute fighting animal. If the judge determines that a chute fighting animal is not giving a contestant the chance to make an honest attempt to ride, the judge can award a re-ride, even if two attempts were not made. (If a re-ride is awarded for chute procedure, the judge will mark it as “RR CHUTE” on the judge’s card.
d. At no time shall a re-ride be awarded if the contestant’s equipment fails.
e. Riders must make a qualified ride if the flank comes off the horse, or the horse turns out backwards to receive a re-ride.
f. Re-ride may be given if a horse fails to break or stops.
g. If a re-ride is offered the Judge must announce it and mark it as so. The choice to accept the re-ride is the contestant’s choice alone and must be made immediately. The contestant can choose to re-ride the same animal, (with approval of stock contractor) or draw one from the re-ride pen. Contestant must ride the animal drawn.
1. Rider is scored up to 25 points per judge. Horse is scored up to 25 points per judge. There will be a maximum of 2 judges per event.
2. Ride time starts when the inside shoulder of the horse passes the plane of the chute gate. All riders will be flagged out at the start of the ride.
3. Riders must use one hand only. No switching hands, no double reins. This applies to all divisions. 4. Horses are graded on the degree of difficulty and kick vs run.
5. A great ride is considered feet in the neck with spurring motion for the entire ride. A good ride is considered feet in the neck for part of the ride. A poor ride is considered feet in the cinch for the ride. Riders who keep feet in the neck will be considered a better spur ride than riders with feet in the cinch. 14
6. If a contestant is off the side of the animal with both feet on one side of the neck and has no ability to regain control for more than two jumps, professional arena personnel will step in to assist the rider.
1. Points are calculated as follows for each level and each event. Round 1 score + Round 2 score.
2. Added points are awarded for 1st to 10th place.
Added points for 1st place = 100
Added points for 2nd place = 90
Added points for 3rd place = 80
Added points for 4th place = 70
Added points for 5th place = 60
Added points for 6th place = 50
Added points for 7th place = 40
Added points for 8th place = 30
Added points for 9th place = 20
Added points for 10th place = 10
During a series such as the Chute Out Series, these points will accumulate over a set number of rodeos and competitors can earn a spot to the World Finals, or towards the CJRA final standings.
Day money is calculated as follows:

1-5 Payout is 100%
6-10 Payout 1st 60% 2nd 40%
11-15 Payout 1st 50% 2nd 30% 3rd 20%
16-20 Payout 1st 40% 2nd 30% 3rd 20% 4th 10%
High Point – for the highest scored ride of the day across all divisions
High Aggregate – for the rider with the highest accumulated score of the day across all divisions
All winnings will be issued by cheque. Lost or damaged cheques will not be reissued without the following information provided to the CJRA:
Name
Address
Date cheque was issued.
Event (SB/BB)
Amount of the cheque.
If it is determined the original cheque has not cleared the bank, the CJRA will put in a request to cancel the lost item. Once that is approved, a replacement cheque will be reissued for the original amount less a $25 replacement fee and mailed out within 10-14 days of the cancellation notification approval.
